My hp omen max 16 gaming laptop seems to always have the fans spinning at around 1900 rpm, even when it's in low power mode or when i disable the nvidia gpu. It doesn’t matter whether the laptop is idle or running. The pc has clean fans and coolers, nothing is obstructing them. I've seen other posts from people with similar.

Hello @garp_senchau, here's the troubleshooting i did. The 2nd step i made sure i had the latest bios. I’ve been using my hp omen 17 without issues until recently, when the cooling fans began stopping at random. The fans are very noisy and they are very annoying in the library and elsewhere;
