It sounds like you're on pc, so this controller advice may not help you, but maybe it will help someone else. If you have a bike on the lot, you can click on it with your child sim and it'll say something like ask [x] to teach riding a bike from. or if it is in their inventory, it will pop up.

My parents were afraid of everything, i wasn't allowed to learn to ride a bike as a little girl because they are afraid i'd get hurt.
