My hp omen max 16 gaming laptop seems to always have the fans spinning at around 1900 rpm, even when it's in low power mode or when i disable the nvidia gpu.

I've seen other posts from people with similar. It doesn’t matter whether the laptop is idle or running. The 2nd step i made sure i had the latest bios. I’m facing an issue with sleep mode:
